Since draining quanta doesn't have to be per turn according to your quote, doesn't an ability cost technically count as short-term draining?

I should clarify. The "two quantum pools at the same time" rule still applies. That means it needs to do something to 2 pools (Yours only does from what i see.)

Unless you have to use the activatable ability at least once to get the quanta generation on death, that line should probably be first to clarify:

Generates  upon death.  : Double all damage given and received for this card until beginning of next turn.
