The upgrade is too much of an improvement.

The minor vampires are only created when the vampire lord dies. However 2 minor vampires deal more damage than 1 vampire lord (except vs damage reducing shields) so when would vampire lord be killed by the opponents?

When a DR 2 shield is out: Jade Shield, Titanium Shield, Permafrost Shield

So all in all the opponent most likely will not try to kill the vampire lord as it stands now. I would rate this undesirablity to destroy at about +2
quanta worth since it is akin to inability to destroy [+2
