Off the top of my head, the best I can come up with would be to suspend dispensing the quanta until the end of the turn or begining of the next turn.
The latter would actually provide an amusing counter to QC.

I like that idea. Here is my next update. The  :entropy is only a place holder for a mark quanta. I also lowered the casting cost again.

Looking good I think.

Since you freed up a lot of card space, you may want to also add in that it is not a 1 user per turn ability. E.g:
" :underworld : Fission
Generate 3 other quanta at end of turn.  May be used multiple times per turn."

You can copy the image to your computer then load it into the card editor directly if you use a custom background... You'll have to photoshop it in over the :entropy symbol on your own though.
