Is this a reusable ability, or does it only take place on casting?
I think it should probably be the former to make it useful, but it should have some kind of activation cost.

Reusable. It does have a small cost, to account for the higher cost of it normally.

Not if you let buffs be included as well (i.e. blessing, purify, plate armor, etc.) And, its just your creatures, not both sides. Still would be a bit of overlap but seems relatively distinct.
