NOTES:
This does not stack, neither the buff nor the double attack chance. It might be interesting to see the double chance stack but that would just confuse people. The attacking twice is much like adrenaline in the way it handles poison, delay counters, steam machine, acceleration etc.

Tries to balance this off SoPa, but it's still probably way OP (or UP, who knows?)

I would vote on OP, as unlike with SoP, with this your creatures get buffed and attack each turn, so overall you do more damage

Not OP at all, but the +1 +1 buff looks weird. Just the double attacking is enough to balance it, but... is attacking twice an effect for  :time ?

Well  :time is an element oriented on delaying/speeding up creatures with cards such as Procrastination.

This would make a good synergy with Overdrive. +4 ATK per turn and you don't have to worry about the creature's HP.

I fail to see why SoP can't do this. Yes, the creatures attack, but with SoP, they gain HP for bulkiness. One thunderbolt and you may be slightly dead.

SoP can do this, I never said it couldn't, I was just thinking this would be better if you wanted to attack while getting ATK. Not to mention you could even attack twice, which would give +7 ATK.

My point was that SoP can also buff HP and costs less. We wouldn't want our Uber-Buff creature getting CC'd!
