That doesn't really solve the Sundial problem. Perhaps the Forge only has enough 'tools' to make 3 permanents. In other words, it can only be used 3 times.
Even in that case it could rebuild itself. Forge is a Permanent. ^_^
Yes it is a permanent but that's easily solved. Just add that forge can't be targeted. (The forge doesn't have enough tools to build a forge
