Seems really situational.  Might be good for PVP and metagame, but otherwise it's just.... another mono water hitter, and poor one at that.

When does that matter normally, pendulum description ignores them so this probably does as well.

Yes it ignores mark cards. Its effect only applies for your main mark.

And I disagree, it's a pretty decently powered water hitter, just with a little something extra when the opponent has the opposite mark of yours.
