I'm not sure, but I would think the mutant just turns into an upgraded version of that creature with its ability changed back to normal

Interesting idea. But how is this supposed to convince newbies to up their cards?
Considering that new players often don't know how to upgrade cards until they finished all quests.

Because it reduces the number of cards needed in a deck. You can upgrade permananent, spells and imortal creatures. You can have ore than 6 upgrades.

This card could be used in many situations to destroy or strengthen cards so this card could be useful ,though I would say increase the cost slightly.
