I think this is overpowered, especially for a cost of 5/4 :light. You can pretty much summon any number of high cost ability-based creatures from any element in turn 2 if you just put down 2 light towers in turn 1. Imagine a field of FFQ/Anubis/Pharoah/Nymphs :o
The fact thats any element doesnt matter in most of these cases as they require the quanta to activate the abilities anyway, if you use it in a mono youll have a stack of 0 attack creatures with useless abilities for you

mechanics that allow for 0 cost cards to be put into play are doomed to failure, the above post is probably just the tip of the iceberg.  i like the tranquil/pacific card's take on pacifism better
Are they even all that OP anyway? fractalling these things requires three elements and in a lot of these cases they arent that great by in masses anyway, especially since they provide stall which can easily provide the quanta required anyway

I like it, but it would take a bit of heavy thinking to decide if it was OP or not. What could be done is if the creatures attack was forced to stay at 0 and couldnt change. This would cut out growth creatures and devourers in terms of attack but not CC, and would still be a useful card. But I dont think its to bad as is
