It fizzles

4 damage to all creatures is OP.
Consider Unstable Gas. Balance yourself.
The damage to all creatures is not what makes Unstable gas so powerful, its the damage to the player.
5 UG = OTK.... even 6 of these is only 90 damage, which is not.
More importantly, UG hurts the opponent only. This will hurt both the opponent AND the user.
The potential of unintentional suicide is very real when using this.

Additionally, you get 1 extra turn to stop this vs UG which gives you only 1 turn... I suppose I could make it longer if cloak is a worry.

That still leaves the PC. You should only be able to use this on your own permanents.

The PC is fine as is. 8 for a 3 turn delay destruction is pitiful, compared to steal and explosion. Granted, it's CC and direct damage, but it also hurts you.
The important thing about a low probability is that it's not zero

UGs damage is only low because its at 1. Even then I can attest that it can have significant use as CC.

But considering the delay, this is balanced. Maybe even weak, so I'd say 1 less cost

Don't forget hand control... Silence.
However, this PC is a lot weaker than normal PC due to the 3-turn-delay. But I have to agree 4 damage to all creatures is way too much. Even if it targets your creatures as well (Immortals/Phase Dragon ftw), it's just too strong... this shouldn't be more powerful than RoF. I would decrease the CC to 1 or 2 damage per creature and reduce it's cost to 6|5 or 7|6.

Even delayed, I can't like this card for aether. Aether doesn't need to add PC to it's already damn near perfect cardpool, especially not PC that is player damage and mass CC. And spell damage dodging the reflective shields? Even more benefit to aether, who can hide behind dimshields while dealing massive damage to the opponent. No, I can't support this card in Aether. Conceptually, if it is blocked by reflective shields I would be alright with it, though I would prefer it just hit the opponent for less abuse, cost less to compensate that. Or perhaps it hits the opponent opposite the permanent that was destroyed, and costs less still, but would allow the combo.

Mass CC for :aether would mean a massive rise in Immortal popularity. I think this should be in a different element, probably :fire.
