This appears to be much too restrictive for ETG. It requires a specific 2 card combo. Nightmare and CC get close but their second card can be any creature.

Effect is currently priced at 3 :darkness + sacrifice 1 doll per activation.
I feel that even combined with mitosis or other doll spamming methods this is UP unupped.
Upgraded I am unsure it could be priced accurately.

hmm perhaps a more interesting mechanic for the unupped:
Manipulate: Swap a Voodoo Doll from your side of the field with another creature on your opponent's side.
Same cost

So,,, I'm big into semantics, stories, etc, and I can't seem to understand the logic behind why your card does what it does. As I understand voodoo magic doesn't have "copy" feature as its characteristics. When I read something like "puppet master," I don't get the idea of "copying" either. It screams "control" rather than "copy." I don't necessary think the ideas are bad, but I feel there could be more suitable names and images for what it does.

Allow me to clarify:
opponent has lycanthrope
I have puppet master and a voodoo doll thats (for the sake of the example) frozen and poisoned (3 counters)

I use unupped puppet master to give voodoo doll w/ 3 poison counters and frozen status to opponent, and I take lycanthrope
Now my weapon is frozen and i have 3 poison counters
