[this reminds me, I should write a Design Theory article on the 4 schools of card Design. The different schools can be seen effecting the ordering in mine and ET's lists. Either list would create a valuable product.]

IMHO Art is a variable step regardless of method - you may start off inspired by art or may create art as you go along - it can't really be put in order unlike some of the other design "steps".
