I remember that art!
I really like the minor concept.
But what I don't like is the reduction made in the ability for the upped. Is the minor creature upgraded? Why go from 3 --> 1?

one thematic issue is the undead passive- i get that they are undead, but if we know what they are/were, wouldnt they turn into a living version of that card?

ie if it summons an undead rustler, if reversed timed it would be a normal rustler.

The unupped can only do it once like a lycanthrope. The upped can summon once each turn like an FFQ.

Well, one of the points of Necromancer is that you might get a minor creature with an ability. Also, I think it's slightly more dull for a minor creature when RT'd to turn back into it's original form/ If Necromancer just summoned skeletons.

maybe im confused by what you mean by minor creature- do you mean you have the chance to summon novel small creatures, or that you can summon a phoenix with undead passive, a giant frog with an undead passive, etc?

A minor creature is one that costs 3 or less quantum.

i saw that, i am just trying to understand why an undead frog would make sense to turn into something other than a frog when reverse timed.

i thought maybe you had intended for novel under 3 cost creatures to pop out, which might make sense for them to have the undead passive.

undead passive works for skeletons because its a "huh, i wonder what they were before they were just a skeleton", but if you see its a frog, just undead, it doesnt make sense for it to turn into anything else.

Perhaps the Necromancer isn't a very accurate one, or it doesn't care what it's creation resembles - skeletal abominations can be deformed.

I want to give the feeling that the creatures are undead, but making them just reset or Skeletons seems... boring, as I said before. Is there any way around this?

honestly it may be better to make a new set of generic-ish undead creatures for it to choose from, otherwise the undead passive would fit in name only, but in function would be completely out of place.
