I don't really see much practical use for this card. If your field is better, you wouldn't want to trade it for your opponent's. If your opponent's field is better, you'll just make it a mirror match, and probably lose due to the health disadvantage.
It may be helpful as a finisher, if your opponent has maybe 25 attack in creatures and 20 health, while you have more than 50. Play this and win. Even that's very situational, and there are better and more versatile cards for the job.
Other than that, it wouldn't really give you any sort of advantage, especially since all creature and permanent skills would be unusable for a turn due to summoning sickness, while the turn after, your opponent has already had a chance to deal with any threats.
