There was a similar card to this in pre-smithy a while back.
Problem there and here is that dragons are big hitters, very finishy, and as a result, this does very little for a deck that relies on dragons.
Perhaps, look for a set of cards that are a lot less end-gamey than dragons.
Salvagers, small hitters, 0-cost creatures... Hm.
