That's an awful long time. Drake would surely be killed before then. Any opponent with common sense wouldn't want a dragon popping up on the other end of the field.
I'm thinking you just make the skill an active skill, like Hatch for Fate Egg, only the skill wouldn't cost any quanta.

When I hear "drake" I think of
but the whole growth/evolution aspect fits
well enough.
The ability is rather weak, as iDaire pointed out, but this isn't necessarily a bag thing. You could lower the cost by 1, raise the health by 1, or reduce the time limit by a turn. Any one of those changes would make it a solid card.

i think the stats are just nice, i would actually use this card in my deck.
but i just feel that waiting for turns are weird for life element, it just have a inexplainable weird theme.

3 turns is long. The problem is, incrementally each buff to the card makes it MUCH better, so it would have to be balanced perfectly.
One option that has not been approached is that Dragon Eggs are pretty hard to smash. Call it Dragon Egg and have them immaterial until hatching?

The reason I made it squishy is to decrease the chances of a cheap dragon rush, and to balance upwards.
I set the HP so that it is in range of most CC, but of course it could be strengthened.
So how about 4 HP, hatch next turn?

I would make it 4 HP and make incubation an active ability that costs
and reduce by 1 the cost of the card.
Still, I see a more powerful fate egg as the concept, no more.
