Where would you use it? It costs half of the PU/TU, but it's more risky and you need an extra card (cheap creature) as bait.
A usable alternative is having this effect as an ability of a Permanent. This copy on a stick sounds much more useful,

If I get your notes right, the targetted creatures does count as a possible result of this? So, having a Photon and a Dragon, targetting Photon -> 50% Photon, 50% Dragon?

Yes, you understood the notes correctly. The major difference is that with this card the options on what the target becomes are narrowed.

Could be a skill of either permanent or creature - but that would be pretty close to Fallen Elf

As for the actual usage, I haven't played too many cheap creature rush decks, but those could use it as CC
