Essentially this lets your dragon provide damage reduction to itself and its allies.
E.g. You cast this on a Stone Dragon and move it next to two shriekers. The opponent then casts Firestorm. The stone dragon and shriekers now only take 1 damage each instead of 3.
The effect is cumulative, so with 2 of these you can nullify anything short of a lightening bolt or rage potion (the latter could make for a fun combo).
