If the palyer has only one or two cards he will discard the entire hand. If has no card, the spell will just make you draw a card.

I'm biased to my own suggestion, but lower it to one drop and maybe increase the prices by one :time .  I mean, at one drop, I guess most people, unless it was an OTK deck, would be fine with dropping one card every now and then.  But if it were two, I'd see it up around 9 or 10 :time , since it would be taking out a chunk out of decks and too easily killing off strategies.

I made it "discard 2, draw 1". The net is usually -1, but it offers more sinergies with anti-combo decks, and it can be used if you have 1 or 0 cards in hand to draw a card

Alternately it can force both players to do the discard and draw... That way it justifies its cost.
PVE shouldn't be all about copying a deck code and converting time into electrum, score, and potentially rares.
If the only way to derive fun from a game is its PVP content, then non-hardcore players a.k.a. the mass are alienated from the hardcore community.
