Think this would be balanced without the creation of fate egg, or at the very least put the fate egg in your hand.
#1 - you have to delay one of your own creatures.
#2 - Your opponent HAS to have a creature in play.
#3 - You HAVE to have a creature in play.
Not that great of a drawback. If you create a deck with this, you will most likely have creatures, and if it's your second meiosis you use, there is already a fate egg in your field. A great majority of the decks also use creatures of some kind.
For a comparison, those 'drawbacks' are like saying: parallel universe has drawbacks of:
#1 Your opponent HAS to have targetable creatures in play.
#2 You HAVE to have a space on your side of the field.
#3 You HAVE to have 6 quarta :p (just to add a third one)
Yes, drawbacks if you think of them like that, but not that critical.
