NOTES:

Lets do the time warp again! ;)

The ability name 'stasis' is deliberately identical to the ability of sundial to enable synergy between the two cards.
Spoiler for sundial:

Thematically, the card is device that focuses gravity to create a temporal dialation 'stasis' that prevents the target from attacking, or rewinds a target that is already under that effect.

The cost should be low enough to allow splashing into off element decks and rainbow decks.

Reading the word "Medusa", I expected Petrify.

procrastination, the shield from :time that sais gets stuck in time bubble.
my question is; to you does that count as stasis, and if yes. do you think this might a bit op when combo like that. especially with the already splashed gravity which means super possible black holes in addition to a repeatable cheap reversal of time effect.

seems weak when used once and a bit too powerful if used twice/ with sundial. I suggest to change it to increase delay on target creature by 2. If the delay counter would exceed 4 rewind it instead (>4 so using it twice against an undelayed target wont do). Synergizes with procrastination, bb and warden instead (albeit much weaker so and requiring trio).

Stasis and Delayed are not the same thing

The effect caused by Sundial and the effect caused by Procrastination are not the same thing. Hence this card would not work on delayed creatures.
Kind of a strange card when looking at the elements, as neither Gravity nor Time have reliable healing (aside from Amber Nymph), thus making stall not as optimal. And at the same time, if you were to use it in a Domination deck, Sundial hurts the strategy. I suppose it would see some nice use from rainbow stalls, and potentially even OTK's which can use Sundial to stall anyway.

It can see some good use in GP-SoFo decks since it allows you to control how much damage the shard takes each turn (to keep it from being overwhelmed)
Also, repeatable self rewind could be useful to recycle injured armagios. The same tactic would work to recycle SoFo so that you can keep more than one running at a time.
The low :time cost makes it relatively easy to splash into such decks via mark or novas.
