Personally I fear it may be a bit powerful and possibly overshadows firebolt. However by design it always maintains a 2:3 cost:dmg ratio.

A nice one.

But I don't think it will overshadow Firebolt.

Firebolt takes time to store quanta but one card deals lots of damage.

Dragonfire can be used as long as you have sufficient quanta but it requires chaining to be effective

Both have pros and cons

Compare Lightning. This card is better only on the third chain or fourth, which makes it slightly UP.
More cost, but less average damage (unless you are saving them for 3/4 chain, but even then, you need to draw the card first)

I like the idea and believe it fits the fire theme but I cant get over the fact that I would hate seeing it in a fire deck. Maybe gravity and under a different name?

I think this is too ineffective. Fire lance costs 1 :fire only for a minimum of 3 dmg, and a maximum of 24. This will always cost 2 :fire per 3 dmg. Chaining this 4 times will cost 30 :fire and deal 45 dmg. Casting 4 fire lances at 30 :fire will cost 4 :fire and deal 39 dmg. I see no reason why someone would want to chain this instead of casting fire lance.

I suggest you remove the doubling effect of the cost. It is difficult enough to get 4 of the same card in you hand. Might as well alloy 45 dmg for 8 :fire. Unstable gas already does 20 dmg for 5 :air and 1 :fire only, and is much easier to pull off with 1 card only.
