Ties get settled by the RNG

Also, note that the effect won't occur until the end of the opponent's turn, so they have their entire turn to use up their highest quanta pool.

It will make life harder on decks that need to stack up very high totals, but I don't think it will obliterate most decks.
The decks that it really hurts are mainly bolt like decks and decks that need to build up for spam rushes.

But I do see a point with nova abuse. I suppose I could change it to only work off the owner's mark pool instead.

How so? It either raises your lowest pool or lowers your opponent's highest. In either case, it won't happen till the end of that players turn.

It won't allow multi-fractal abuse since it doesn't kick in till end of turn, and it will only provide a limited number of lockdown turns (unlike devourer or discord which can do so continually).

Didn't read the next turn part. This way there is no benefit using more than one per turn. Anyway, the upped one is only useful in mono or duo decks. It can even be used as a protection against discord, giving a heap of useless quanta that can get scrambled while the quanta you are actually using is left alone. It reduces the effectiveness of devourers too, as you can quickly recover from them, same thing with black hole. The unnupped one is kinda dangerous but you will need to support it with other types of quanta control (works a charm with EQ/trident, so your opponent has trouble recovering).
