like others have said, this is absurdly OP, so ill move on to something else, assuming you'll take steps to remedy this.
the card art source needs a link, and im going to suspect it is still subject to copyright- which will require either their permission (and given that it is a design based off of a pokemon, i think it may still fall under nintendo (and/or whoever produces the game)'s copyright, which is probably impossible to get.), so it would probably be best to find another piece of art to use, either without copyright or with the users permission, and with the art source linked.

I'd personally drop the health decrease.  The attack decrease is more than enough, considering the cost, which could be bumped up some...

As a shield this works pretty well I think. The overall effect is like a standard damage absorption with a one time damage...
A couple questions:
-Will this act like a rage potion (where -1 means damage essentially) or will this reduce maximum hp? (which would be cool as it would set it apart from other shields).
-Will the attack reduction be allowed to reduce damage below 0? (eg. act like antimatter)

Sadly, as a shield this will now be vulnerable to steals...

Make the shield aspect more obvious by putting "Shield:" at the front of the card text.  All the shields do it already.

Also, Imgur must be down, 'cause I'm not seeing the images...
