Nothing in the game reduces quanta cost of something by more than 2, so reducing by 3 might be overpowered.
I suggest a cost of 6-4 or 5-3 :gravity.

This could really be dangerous, especially if you ran a deck with this, flying discords and black holes.
And rush decks that don't rely on abilities.

Miracle and Abomination shake their heads.   :D

It is meant to be dangerous.  However, any deck with some sort of permanent control could stop the effect.  It isn't game breaking either, since it doesn't increase the cost of playing the card itself.

Why don't you change "multiply all ability costs by 2" to "Double all ability costs" its much simpler :D

Miracle is an advanced spell, it's different.
Abomination has lowered stats  :P

But I guess you're right.
Still, it might be game breaking...

I don't see this being game-breaking, as long as it affects the person playing the card.  It does have the same drawbacks as Bloodshadow's "drain both players' quanta to zero" cards, however.

Maybe 50% increase would be a better balance?  Rounding up, to still penalize single-quantum cards.  Firebolt decks would be a great counter to this, they'd hardly be affected at all.

Any deck that doesn't use many abilities isn't affected at all.  Even if you put six of these in your deck, you are still affected by this as well since any ability you cast will be increased greatly.  If you tack on 50% instead of 100% increase, it would probably nerf it to the point where it would become a specialized card against Rainbows and decks that use Eternity.

In my opinion, only the costs might need to be changed.

It's all a matter of opinion, since I find the current text to be as simple as can be.
