The drain is there to prevent PSNbows from taking too much advantage by putting one Mist down and then never producing another quanta ever again. So changing water based trios into water-light duos? It seems to be a bit too limited....
Could be used in rainbows, but then rainbows would need a heavy flow of ... Don't think it'd work too well there.

Well, is one of those elements that can create a startling amount of quanta (Solar Shield, RoL), and with Refractive Mist, a / duo could take advantage of ALL of Water's strengths in a single deck, which is really the point -- to allow to have all of its toys at once at the cost of requiring Light quanta and a specific permanent in play to do so. 

Also makes Rainbow Nymph decks much more reliable, as you'll always have the quanta to activate them.

This is interesting. You use nymph tears on a quantum tower. It turns into a purple nymph and you can antimatter for  !
