NOTES:
:water : Smoke - Screens off the target permanent row. It means 4 potential target for the smoke screen (2 rows of permanent per player). Under the smoke screen, the permanents are untargetable but their ability can not be actively triggered. Both players can dissipate it with :air :air. Above the smoke screen, an ability ( :air :air: Dissipate). Independently of the position of the screen, both players can use it. A Lure can generate only one screen at the time. If the lure is killed the screen he produces disappears.

Not to sound annoying, but essentially its a renewable Lodestone (Level 2/3) and a creature version?

but yes, it has the same effect at the end. This version is a short-live-permanent (1 or 2 turns) produced repetitively by a creature.
With the present mechanic, you can circumvent the effect with CC. Something you cannot do with Lodestone.
Another difference is that the present abilities apply to both players.

however i suggest breaking down the text to this:

I would say upped needs at least 2hp, so then its not insta killed by thunderstorm or unstable gas.
the rest sounds fine.
good concept with the smokescreen and fog, i like it :)
though how does a fire creature creat fog with :fire and :water when it creates steam or vapor?
(eg. steam machine)
One would think fogs and mists were :water + :air
