I actually still think this is UP. If this card was ingame, I honestly wouldn't use it at all. Time and Water don't have many significant syngergies, and the +2/+1 buff isn't worth it anyway. Also, I see no reason for the opponent to target this over another creature, since it only has 1 attack.

However, to make it more useful, I say reword it like this: Any creature or permanent that targets turtle is delayed 1 round.
Then it will affect shields too, making it MUCH more powerful...
Also, I think you should up the delay time to 2 or 3 rounds... then it would be very useful with gravity pull.
