You're thinking of an octopus or squid tentacle. A jellyfish tentacle is basically just string filled with electricity. It does not live.

Jellyfish tentacle is filled with... Well, jelly. But not electricity. That's Spongebob's jellyfish.
No jellyfish can sting you using electric shock. They do, however, sting you using poisonous sting called nematocyst.

Yep ... sort of a cellular harpoon like poison injector... I think that is the idea with chrysaora, which is a type of jellyfish.
