I think if you want it to work as you intend, it could cost 0 to activate, but drain X quanta as an effect of activation along with the +0|+1.  This way it is still usable if you are low on life quantum, lends well to rainbow usage, and has more skill involved because you want to time the usage.

-Please provide art for your card image, cards without art will not be allowed into crucible.
-Please fix the COST section of your table so that it distinguishes which element's quanta is being used (in this case ), unless you are saying that it takes 4 random quanta, in which case you will need to adjust your card image respectively.
