I can see this fitting in Aether by taking the angle of tapping into the lifeforce and setting it to overdrive. That would explain the damage part too; it's like a more extreme version of adrenaline for your soul and the very fibers of your being. For a normal mortal, this would most likely result in artificially accelerated aging by a lot.
Another way to spin this is by treating it as a mental capacity enhancer. The ability of Hourglass and Sundial is called Hasten. In other words they speed up time, but only for yourself. Precognition allows you to see the future, but why do you draw a card? Perhaps it's because you gain information from it, and cards are such mental resources. As such we can imagine that increasing your mental acuity to extreme levels would allow you to make decisions and come to conclusions much faster, which would be represented by more cards drawn. This affects both players and Aether has control over dimensions, so this could be a dimension, field or energy prison, or it could work like a drug.
I think what would work best in a fantasy game like this would be something with a dramatic spin like an arena or ultimatum, but I wouldn't want it to be too vague. Oh, I know. A mental link. That puts both players under its forced influence. How about Acuity or Mind Link? I can't pick chains because they carry the connotation of being weighed down.
