I was concerned about that exact issue when I made the cost so high, but now I'm not sure.

Compare to:

Both can take out just about anything with <9 HP. A Massive Dragon in Gauss Armor is significantly more robust, can deal damage multiple times, and also has the option of attacking and dealing some good damage -- but costs three times as much. I'm actually concerned that the cost might be too high if anything.

If a creature with Power Armor kills its target, does it still take damage?

If so then Massive Dragon with Power Armor is probably worse than a Heavily Armored Otyugh.
If not then Massive Dragon would never be used with Power Armor. (Charger would be more common)
