NOTES:
Intended to give Time a bit of permanent control that is lacking from the mono deck.  Based upon Stephen King's "The Langoliers", which are creatures which consume the past.  The effect gives the player no control over which permanent is destroyed and has a high cost to play the card so that it's difficult to use to completely shut down the opponent in the early game, as well as create a disincentive to keep playing it after it has been subjected to reverse time.  The effect is meant to add a bit of spice to the playing order of permanents, as a player may want to insulate a key permanent to their strategy with pillars or less valuable permanents so the Langoliers don't get 'em too soon. :P  Fractal might make this card deadly, but its low HP makes it vulnerable to Owl's Eye, Shockwaves, Lightning, Rain of Fire, Plague, Otyughs, Scarabs, etc.  Tables would be turned against the user if it's copied with Parallel Universe, so the user will have to load permanents carefully themselves or risk being a victim to their own strategy.

It probably already does internally.  The cards already keep track of various "timers" on them for effects like frozen.  Either way it's a pretty simple integer to add, with an increment when the card is played.  A quick loop through the permanents when the effect is played looking for the lowest number and the correct card can be selected.  This is a really easy programming task.

You can't copyright a word.  Copyrights only extend to works longer than "short phrases."  Also, there are already Graboids in game, which are from the movie Tremors. :P

The game doesnt hold a history iirc but it could go by the the position of the permanents.

The permanents have an "attack order", like the creatures, so the Langolier would attack the 1. If not existent, the 2.. etc etc.

It's a great idea but I believe it's way OP, since an early Langolier would eat all pillars played, making the use of Enchant Artifact more common.. and less mono decks.. and more rainbows.. or mono earth.. etc etc..
BUT DAMN, ADD TO THE GAME AND LET'S SEE WHAT HAPPENS!  8)

So to destroy the permanent in permanent slot 1? Then this creature would most likely feed on pillars/pendulums...

I think an intended CC card would function better with lower attack, higher HP and lower cost. Unless you want to make a good attacker for :time.

Or.. another idea.. we could make it a 0 life creature, with a passive ability "Eat the older permanent", and an active ability similar to Steam, costing 2 :time, but it gains +0/+1, name it "Buff", dunno. So, as long as it's alive on the field, it eats stuff. It's like it MUST eat to survive! RAWR

The Langoliers is one of four novellas published in the Stephen King book Four Past Midnight in 1990. It was published more than 20 years ago so you are pretty safe on this side I would say.
However, the website where you took the image clearly states "All material © 2010 for leveridgedesign.com: unauthorized reproduction strictly prohibited." just right under the image you used. I would say that is not allowed ...

About the card Idea in itself. Few PC are available in game:
    2 Spells: Steal and Deflagration. They have the same limitations as every spells - not more than 6 copies ...1 Weapon: Pulveriser. Duo card ( :gravity / :earth) + you need to combine it with Animate Weapon or Crusader if you want to have more than one copy in game.Butterfly effect: Needs to be combined with a low attack creature. 2 card combo + very expensive ability ( :entropy :entropy :entropy: destroy).
Your idea is interesting but it is mono card with a cheaper repetitive PC ability which does not need any other card to be present in multiple copies in the game. I would say it is either to cheap or too powerful in this form.

Add this ^^ to the fact that it's another semi-respectable midrange attacker for Time and you've got some serious balance issues.

You might want to add Trident and earthquake to that list just because in all honesty this thing is a pillar/pendulum eater and if it lives past eating through all the stacks of pillars and pendulums then it's pretty much game over for you opponent as they no longer have quanta production
