Move the creature on slot one.

All new creatures occupy slot one, meaning the owner now has to cast two creatures whenever they want one in play.

Add in arctic octopus. You have overpowered. And I don't think that's the fixable OP either.

Not if the adjacent slots include the ones on the top and bottom of the creature, being random.

Elements is not the game designed to have battles based on strategic possitioning of creatures, despite many of the ideas that work on individual slots of the field, move creatures and such are neat.

Broken. It should only flood for one turn, but that wouldn't stop it from being OP as the skill is repeatable.
How about this:
"When the target creature dies, its slot is flooded for one turn"
