you can see time, but maybe not exactly in the same way as in the first three

I daresay you can perceive time more than you can "see" it, but even to an extent its something humanity can barely do and certainly not enough to manipulate naturally.  Technically can move forward in time at different rates based on speed, the Air Force has done tests with hyper-accurate atomic clocks, but its nowhere near enough to count as practical.  Its clearly different than say the way we can manipulate 3D space.

Also, why is it a Unicorn instead of a Pegacorn?

Every spatial dimension is described as a direction that is exactly 90 degrees apart from the other ones.
So 1d is a line, 2d includes a direction perpendicular to the line, 3d includes a direction that is 90 degrees from the other 2, etc. etc.
