I understand how Dissipation Shield works in conjunction with Sanctuary. The statement is saying that the effect of the card would function differently. Aside from balance reasons [to give more use to the card], I was hoping that the difference in wording from that of Sanctuary would give it a different meaning. Something like the quanta is still being affected [contrary to the prevention caused by Sanctuary] but to maintain the effect of Drizzle, any quanta used by Dissipation Shield is immediately reimbursed.
Flooding isn't affected by Sanctuary since the absorbtion occurs on your turn [Sanctuary prevents quanta change during the opposing player's turn.]. This would prevent the upkeep since the upkeep isn't covered by what I had meant for ability cost [The quanta used to use an active ability, not any upkeep of any passive ones.].
That being said, Sanctuary would negate the effects of Drizzle during your opponent's turn.
