could fairly easily completely lockdown creature damage as is.
I think I will vote for higher, simply because that set-up pretty much locks down creatures as is, while the shield itself is not really useful for other deck types...
Hrm. Maybe it consumes
to generate more shields, as a way to balance making a larger amount of shields (maybe 4 a turn?), with running out of
results in the shield being unable to replenish itself.
