Yep it is, it is a shield. Doesn't matter how many turns it lasts, dimensional shield lasts three turns, but yet it is a permanent.

Well, PA costs 1 earth, and makes the permanent immortal FOREVER. This costs 6 time plus the cost of the permanent again. So hardly obsolete. Probably could lower the cost?

You would need tons of Protect Artifacts, also the opponent would have to waste steals or explosions on you.

It seems like it could work. The benefit of this card over PA is that it covers all your permanents at once, whereas PA only gets one.
