The ability is more of a buff to attack that cannot be overcome by Antimatter.

If it encounters a shield with Damage Reduction, it will not deal any damage unless its power exceeds the DR.  Essentially, the boost will kick in if the creature makes a successful/unhindered attack.

Does the "additional" mean that it only applies if the creature hits, or is it always applied? And is this a passive ability or an active one?

It's only applied when dealing damage.

It is active and can be lobotomized.

Considering it has 0 ATK, Adrenaline will give it 5 attacks, which easily allows it to get out of Basilisk Blood. 5x(3+20), well, you see my point.

Perhaps lobotomized upon delay? That works into the whole "Impulse" theme, though I'm not sure what an Impulse Defender really is.

The name was just meant to describe some sort of well guarded being that could absorb sudden changes in acceleration [impulse] and return in kind [damages using its own mass (health) to add to damage].  Or something.

"If this card is targeted, it instead loses its ability."  Something like that?

Yes, it will deal 5 damage.

Yes, it isn't hard at all.  Outside of Basilisk Blood and its interactions with Adrenaline, there shouldn't be an issue with it.
