Thinking on this for a bit, this card will be quite weak compared with scrambler unless the opponent plays a significant number of cards per turn...
I'm not 100% sure of the upper limit on scramble, but I know it is in the range of 10+ quanta.
Supposing it averages around 5 per quanta type, that means that for 1 of these to begin to match the impact of scrambler, the opponent would need to play at least 5 cards per turn.
More importantly, this card yields a much weaker quanta lock to begin with.
This is because scrambler will hit the opponents quanta before they can even pick a spell to cast.
In other words, strategic planning can thwart this card by simply waiting till a decent stockpile is in place. Scramble will prevent such a stockpile to begin with...
In light of this, it makes sense that this card seems to be having minimal impact.
I think the amount of quanta scrambled could use a moderate boost here.
