Well since you all seem to like my recommendation here are the subtle consequences of it that I see.
It acts as a N turn full/partial quanta denialIt does this by changing what is needed for spells to be played and changing the quanta produced that turn.
Over the course of a game the effect of this will become smaller as the opponent starts to have greater and greater stores of the opposite elements.
This quanta denial would have lesser effects on decks that use opposed elements.
It is a way to dip other elementsThis is similar to the quanta denial. On the turn you activate it you can either cast spells before activation from their normal element or after for their opposed element.
You would also change what quanta you towers and pillars can produce. (Pillars can produce 2 types, Pendulum can produce 4 types)
It is a way to cross quanta accelerationCertain elements are easier to produce massive quantities of quanta for than others.

This would give faster
and
quanta acceleration.
This would also allow access to a gravity based supernova.
Other Smaller consequencesSince this card requires both
and
source of both quanta would be required. With a single supernova the initial
cost can be paid for and subsequent activation costs can be paid by
towers during the swap period. Therefore all decks using this card will include either
or
quanta sources which leaves them with "free access" to the
set of cards.
Pest would power Hope
Deflag + Freeze
Steam Machine
Discord + Blackhole
Angel + Liquid Shadow
