I can imagine this being very abused with Malignant Cell.  Even if it doesn't work with it, you should have a tax tacked on to it.  All in all, an original idea.  Plus, the background of the card actually works as art for this card.

Now you're thinking right.  Also, the other problem with global buffs is that this will only work in mono Water, which is already a pretty strong stall.  This would basically be a kick in the shin to every element that relies on creatures.  This and Flooding would make an unnecessarily good combo.
