He means that the creature's current health starts at 5/7, but its maximum health starts at infinity (although for all intents and purposes it is indeed 499), so healing it always has an effect.

Wat about making it a cheap spell that can target a creature? That can make it more versatile. If course, it's usefulness is limited to Basilisk Blood and GP

'when healing is reduced because of the max hp, instead, increase the max hp'.
perhaps there are better ways to word it.

This way, if it'd get into the game, it does not prevent card ideas to heal creatures to their max hp.
