And returning the permanent to your hand is a deflag with upkeep too?
Not necessarily. Disabling renders a permanent useless and the enemy can't do anything about it, which is what deflag does. But returning it to the hand gives the enemy the option of replaying them for the passive effects for a turn, so the effect on the actual game makes it a little more interesting.
Actually, yeah. This is just a less powerful version of Reverse Time, but for Permanents. The opponent can still draw, but they have to keep replaying their permanents. Quanta drain + mild PC in case of Dim Shield.
I think this is a really neat mechanic and totally support this card.
