I think that in order for this card to work, the ability effect should be a kind of a secondary ability. For example a creature that triggers the ability on its death.

If its cost is 1 or 0 it might be used in a skeleton rush deck. But I somehow doubt it even then. What about changing the mechanic completely and making it "When a creature dies, sacrifice this and pay :time :time to rewind it instead. Death effects are still counted."

Or something.

I'd say a good cost range is lowest at 3 and highest at 6.

Ill take a shot at it:

Hour of Death  6  :death
Permanent : 6 counters
at the end of each turn, Rewind 2 random creatures from each players field.
 :time :time Rewind Target Creature.
Creatures that Die add :time to your quanta pool and are Rewound instead.
Upkeep  :time :time



Hows that for synergy, though it is like 3 cards in one, I think it gives the idea of an "Hour of Death" or a Dance Macabre very well.
