A basic, low key CC card for Fire. The effectively forced duo is intentional so that this card can serve a cantrip like function, similar (but not identical) to precognition.

Strategic / mechanic intent:
Essentially, this is a small 2 damage spell but when the owner has :time quanta available, it will get shuffled back to their deck again and the user will draw a new card in its place.
In order to prevent this from being abused at the end of the game, the draw effect is disabled if the owner has too few cards in their deck.
This is set at 6 cards since that is the maximum number of this card the player can own.
Lastly, the owner will also take damage themselves when there deck is low, so there is a price to pay for using it as an anti-deckout measure.

If  the owner doesn't have :time quanta, does this card simply inflict damage then is removed from the game?

Water -> Fire -> Air -> Earth -> Lightning -> Metal -> Light -> Darkness -> Wood -> Water

Yes.
And you would also draw a card (regardless of whether or not :time is absorbed)

Basically :time allows this to be repeatable. Otherwise it is a small direct damage cantrip.
