Seriously though, cards that specifically seek to cripple a specific element's core thematics are usually not so well received... This doesn't affect only time since SoBr is also affected, but it is awefully situational (which is why such card mechanics aren't typically a good idea).
Anti-element cards work out better in games like MtG where the number of elements / colors etc. are relatively few. Its mainly comes down to an odds game. In EtG, we have 12 elements, so if you pack cards that target only a single element, then your odds of those cards being useful is 1 in 12. On the other hand, in MtG your odds would be 1 in 5. Thats more than a 2 fold improvement.
Right now, card drawing, rewind, etc. are pretty much purely

mechanics so the above argument holds.
If the affected mechanics were used / exhibited more broadly then this card would be useful. Right now, I think its just too situational.
I think one alternate route to go is to have something that triggers each time your opponent draws a card beyond the first. At the very least, it would be broadly applicable against false gods.
Moreover, given the v1.4 overhaul, there may well be a plethora of new, high 'dexterity' opponents to fight. Such a card would then be quite useful. At least in PvE anyway.
