It's a... somewhat bizarre card, now that I look at it.
A dangerous example of using this card is if a player has a couple of hourglasses on the field, but has very little pillars to gain quanta for his creatures (or other permanents/shield/weapon). In case they use it on themselves, they'll get quite a few cards into play, ASSUMING their hand isn't nearly filled. If it is filled, then using this card would be extremely detrimental, as the potential for drawing future cards is gone (hourglasses are destroyed), while they would draw very few cards to fill their hand (and if none of them are pillars or other playable cards, they have to discard anyway).
It's a fun spell, nonetheless... aside from you forgetting the 'Spell' icon on the bottom right of the screen, it's a beautiful picture. Mono-time would benefit (and also fall apart) from using this, but since I can't test it, I have no idea how effective it will be in decks with and/or without a plethora of important permanents (Shards, Hourglasses, Environment effects (Eclipse/Flooding/Bond), etc.).
