NOTES:
The idea is that it allows you to deck out your opponent faster, the random is because I believe the coding wouldn't allow the other player to pick a card during your turn.

however I have to say that forcing your opponent to discard is kinda op since time is the only one that can draw cards and with this in play it forces your opponent to play whatever they get or lose it and you would probably have something to counter whatever they have

Yeah, it's pretty broken, even with the high cost.

I'd up both the ability and casting cost 1, in an attempt to make it a very awkward card to put into play and fuel.

Just 2 of these would effectively stop your opponent from being able to do anything besides use abilities of creatures and permanents already on the field, as well as being insta-kill combined with RT or Eternity.
I ask nothing of humanity but fairness in all things, but I do not expect even that.

I think this is a contradiction, discarding a card from your hand does not deck you out any quicker, it does cause a denial when the player holds cards. How about ":time :Target Player returns a Random card from their hand to their deck or draws a card if he has none in hand" this means that the opponent is not going to be stooged out of a key cards but has to think, will they use their cards and then be forced to accelerate or choose to hold cards and be rewound losing card advantage. Being Target player you can use it on your self too for an anti-deckout acceleration control where you can fulfil the conditions. Could also then combine with precog to accelarate yourself and see what you can control of your opponent.

It create some interesting strategy for deck out wins. 

Its cost does seem a bit high to make it more challenging to use, or to get it out initially.  Also its hp is low enough for easy creature control counter.  Might even suggest either lows its cost by 1, or up its hp by 1.
