For the unupgraded (and maybe also the upgraded), you need to be able to draw a card. The effect is way too weak to be worth the card cost, no matter how low you make the quanta cost.

I should point out that:
Each Hand Increase nets 1 card per Fractal used.
Each Hand Decrease can causes your opponent to skip their draw AND can cause a discard with Silence.

I should point out that each extra 1 card per fractal is only useful in decks which require the use of fractal more than once and can sacrifice quanta generation (in the form of what would be a pillar) for extra card space. In most decks, an extra copy of the creature would be better than a copy of Hand Increase.

Good addition. (It is either sacrificing a fodder OR a pillar.)
Fractal decks are still limited to 6 copies of the fractal fodder card. Hand Increase increases that deck building limit to 12.

This card has no theme. The name just describes the mechanics. It would be like renaming "Fire Bolt" to "Deal Damage".

One other thing that kind of bothers me is that the two versions are so different. I like it when upped version is either stronger or slightly different, but still uses a similar strategy. Here you have two totally different cards. I would break this down to two different cards ideas, from two different elements, like :life (hand size fits the growth theme) and :death (curse).

Mechanics are pretty interesting and would definitely open up possibilities for some cool decks.

Scaredgirl has a good point; the name is worse than "This Is The Part Where He Kills You".
This thing seemed dead inside. It seemed like an automaton, trying to act like as if it was alive. The effect was unsettling.
Orianna made a sound that supposed to a girl's squeal of glee and hugged The Ball. While it might have been touching, it was unfortunately only horrifying.
